New York splits many benefits between New York City and rest-of-state social services districts. Statewide policy sits with OTDA and other agencies; you still file locally. GrantDept.com is not OTDA, HRA, or NYCHA.
HRA handles SNAP, cash assistance, and some Medicaid pathways. NYCHA and the NYC Housing Authority systems (plus HPD programs) are separate from HRA. Emergency rent, One-Shot deals, and HOMEBASE-type prevention, when open, have city rules and documentation lists. Start with official nyc.gov pages, not a paid "NYC grant" landing page.
Your county department of social services is the usual SNAP/TA intake. HEAP (energy) is seasonal. PHA vouchers are municipal. Upstate and suburban waitlists differ from NYCHA.
